Bug#433779: No SIP registration if DNS is not avaialable

Hello, i have the same problem that reported hasse hagen johansen, if i 
for example unplug the internet network cable, and restart the bind 
server process none of the sip clients can register with asterisk, i 
test it with linksys ip phone and sjphone and none of them works, i use 
asterisk 1.4.13~dfsg-2~etch.4733
