I took advise from http://wiki.debian.org/ftpmaster_Removals which may need to 
be updated:

! The ftp-master team only directly process removals from the unstable and 
! experimental distributions. 
! Removals from the oldstable, stable and testing distributions should be
! requested by e-mailing the (Stable) Release Managers 
! debian-release at lists.debian.org
