libgsmat in the repository

Hi

libgsmat is a library used by Junghanns to support their GSM card with
chan_zap . It is modeled after libpri.

I uploaded it today because I need it installed on my system to properly
work on the bristuff patch. I don't think it is actually worth active
maintinance and uploading. At least not until some users show interest.
