Bug#544095: enabling TCP for SIP causes UDP to stop working after a while

If I enable the TCP transport for SIP, UDP SIP packets stop reaching
asterisk after a while. They arrive at the machine (according to
tcpdump), but asterisk does not see them anymore (according to sip
debug). This happens as early as 30 minutes after a restart and
seemingly can only be fixed by a restart of the asterisk core.
