Problem building asterisk package > 1.6.1.8

I've added in top of debian/rule
# show full gcc arguments instead of [CC] and [LD]
BUILDFLAGS += NOISY_BUILD=yes

but still I have only [cc] [LD].
I'm using "generic" debian/ directory - maybe this is problem?
