asterisk-dev recommends asterisk

Hi,

I was wondering why asterisk-dev recommends asterisk... Someone
wishing to compile asterisk extensions and someone wanting to run
asterisk on this machine are very different scenarios. What is gained
by the recommends? I'd think we should remove it: someone wanting to
run the compiled asterisk extension on the same machine has IMHO an
*independent* "wish" for the asterisk package.
