What about packages?

Random thoughts:

People with ISDN lines should install either alaw or ulaw to get
rid of transcoding. We don't know in advance if they have alaw or
ulaw (depending on where they are located). Shipping the wrong
format just wastes space.

People outside of en-US (or en in general if you can tolerate some
subtle differences) don't need en in "high" quality because they
don't speak en  :-)
(It's sad but not many people in the US know :-P)
They will likely want to install sound files in a different
language anyway.

So: Ship en sounds in the smallest format possible.
gsm is a good choice here.
