why does twinkle 1.4.2 depend on libccrtp1 >= 1.7.0 ?

i tried to build twinkle 1.4.2 for lenny, but noticed that debian
unstable twinkle package has upgraded the version requirement of
libccrtp1 from original 1.6.0 to 1.7.0.

is there a particular reason for the upgrade?  it would be nice if
twinkle 1.4.2 could be backported to lenny, but this upgrade is
preventing it.  twinkle author himself is using version 1.6.0 as is also
listed on twinkephone web site.
