why does twinkle 1.4.2 depend on libccrtp1 >= 1.7.0 ?

yes, after 

dpkg-source -x twinkle_1.4.2-1.dsc 

i removed ccrtp1-1.7-0.patch from debian/patches directory, changed
dependency on libccrtp to libccrtp-dev (>= 1.6.0), and build the
package on lenny.  there were no  problems with the build and also the
resulting binary works fine on lenny.
