I assume you're referring to this?:

  ptlib (2.6.1-0ubuntu4) jaunty; urgency=low

    * debian/control: restore the conflicts for the -dev packages, which are
      real and necessary.

That's about package conflicts, not build-conflicts.  I have no idea whether
there are self-build-conflicts that are necessary - though I certainly agree
they're inelegant.
