Bug#558822: asterisk: qualify keepalives ignore port setting

Qualify keepalives in SIP are always sent to 5060 and not to the port setting as 
used in the relevant config section. As a result if you are using asterisk as a
client to a SIP proxy on a port different from 5060 the peer is always listed
as UNREACHABLE.

IIRC the qualify was handled differently from the rest of SIP in chan_sip.c so 
this is not surprising and should be easy to fix.
