The zaptel module was loaded before I executed "wanrouter start".

Actually I don't know, but Sangoma's setup tools asks for a zaptel directory in /usr/src/. AFAIK it checks, if Zaptel needs to be patched
to support HW HDLC (which shouldn't be needed for zaptel v1.4.x).
