The user can still decide and if they want to make a package with x264 they
will now be notified that it isn't preferred with a Debian package and they
will have a look a little deeper and find out about the DFSG.
If the user still wants to go ahead they can remove the build-conflicts, but
it is now a firm decision by the user and the Debian position on the DFSG is
reinforced.
Now if there are issues with x264 we can point to the user and say this is not
a supported configuration.

I understand the chroot solution (& sourceful upload), but it does hide all
sorts of corner cases such as this. Where we can reinforce the DFSG through
the use of options such as Build-Conflicts.
Pristine chroot building isn't policy (yet) and I still see some benefits. I
know others in pkg-voip have expressed the alternative opinion.
