I am not the maintainer of Asterisk in Debian, but Debian is in deep 
freze, so approval of a nw major upstream release is next to impossible: 
Asterisk 1.8 will enter Debian Testing only _after_ the next stable 
Debian release - which will happen "when ready", hopefully within the 
next month or two.
