Bug#571043: twinkle: incoming call popup is no longer present

The Accept/Reject incoming call popup is no longer present in 1:1.4.2-2,
due to the --without-kde patch.  (I guess the whole "convert to KDE4"
thing deserves its own ticket, but it's this particular feature that I
can't live without.)
