Usually, the -en sounds are default and must be
in /usr/share/asterisk/sounds, while additional languages are
in /usr/share/asterisk/sounds/<fr|es>

Another thing to consider are the subdirs, for example:
- /usr/share/asterisk/sounds/fr/digits/
- /usr/share/asterisk/sounds/es/followme
