Unfortunately discussion on debian-mentors doesn't change policy.

There are strengths and weaknesses on both sides.  Sourceful only uploads have 
been shown to allow unbuildable packages into the archive in the past.

Anyway if you are passionate about the issue you can always purse a change of 
policy agenda..

I have uploaded the binary packages now.
