My mistake, I didn't notice the Recommends flag.  To answer your
question, looking at the source, I can see 3 things at depend on it:

app_minivm.so
app_voicemail.so
func_monitor.so

I've already started work on an upstream patch to update configure.ac
to detect it properly and use:

/*** MODULEINFO
        <depend>sox</depend>
 ***/

within the indicated .c files.
