Resiprocate SIP stack

Hello,

some time ago I started packaging the resSIProcate SIP stack:

I've sent some patches upstream and helped to port required
functionality from the included ares DNS resolver library into the cares
upstream.

Unfortunately I cannot continue packaging reSIProcate. Maybe the VoIP
team is interested in picking up the work. In that case I'd write a
short handover document.
