iLBC licensing

I am currently exchanging emails with someone at GIPS who can help clarify
the licensing for iLBC. So far, however, it's looking like iLBC should be
compiled as a separate non-free package to comply with their licensing
requirements unless I can talk them into something a bit more permissive. I
am also making sure there won't be any problems with compiling Asterisk
against the library as well. I will be sure to forward the entire exchange
to this list if and when I get somewhere.
