It looks to me a problem with the qutecom codec, rather than a webcam
issue. In fact:

Unfortunately I am not able to tesk it with ekiga, because I am behind
NAT and qutecom has a known issue [1] with NAT & ekiga :(

Are you able to try with a provider different from ekiga?
