I've just reproduced this on amd64 as well. Bumping the severity
Note that it's not possible to build in a clean and current sid
on most architectures at the moment because osptoolkit still
depends on libssl0.9.8.

The package builds fine if openssl is installed but I don't know
why it autobuilt without it in the build-depends in the past.
Maybe openssl was already installed in the build chroots or
something.
Please add openssl to the build-depends or otherwise fix this bug.
