Bug#680563: Do not call dh_installinit twice

Dh_installinit is called twice, once by "dh install" and once manually
in the rules file, resulting in duplicate update-rc.d calls in
postinst/postrm. This patch fixes that, although the rules file
probably needs a big cleanup because currently it's a mix of dh(1) and
standard debhelper.
