Bug#663109: sip-tester: can't use linklocal IPv6 address.

Dear Maintainer,
I started sip-tester(sipp) with linklocal IPv6 address,
but failed to start.
Have not set ifindex to scope_id of socket?
Following command and messages.(hide part of address)
