Right. That specific file looks non-free and should be removed. Pending
in the SVN.

Looking for it now. I can't find anything more explicit than
http://www.webrtc.org/ilbc-freeware . This page states that the code
from http://ilbcfreeware.org/ is now under the same license as the code
in webrtc.org, that is a 3-clause BSD.
The code in codecs/ilbc in asterisk was generally generated using
contrib/scripts/get_ilbc_source.sh (though the files LICENSE* and
PATENTS are not included in the files generated by that script).
