Upstream responded in the bug report:

> This is / was intentional. The wctdm24xxp driver blocks suspend since
> it's possible to take several seconds to reinitialize all the cards on
> resume due to the time it takes to reinitialize the cards and VPM
> firmware over the Voicebus interface.
