Builds of freeradius-client in minimal environments (as on the
autobuilders) have been failing:

  dh build-arch --builddirectory=.
     dh_testdir -a -O--builddirectory=.
     debian/rules override_dh_auto_configure
  make[1]: Entering directory `/«PKGBUILDDIR»'
  autoreconf -fi
  make[1]: autoreconf: Command not found
  make[1]: *** [override_dh_auto_configure] Error 127
  make[1]: Leaving directory `/«PKGBUILDDIR»'
  make: *** [build-arch] Error 2

Could you please declare a build dependency on autoconf and confirm
with pbuilder or the like that you haven't missed any others?
