The changelog entry is not specific to the backport, it is the same
changelog entry used for the upload to unstable

All that has changed is that we add a "Replaces" header so that people
who have the -dev package installed from radiusclient-ng-dev can more
smoothly transition to freeradius-client-dev

The two packages have conflicting files and can't be installed
simultaneously

freeradius-client completely replaces the radiusclient-ng packages (the
earlier project was abandoned and it has appeared under this new name
with support from the FreeRADIUS community)
