Bug#785743: passwordlocation=spooldir and failing to create file (but can write to it)

With passwordlocation=spooldir set, Asterisk cannot write the
password to the secret.conf file, even though it can write greeting
files etc. there. It also does not work if I chmod 777 the entire
spool tree. The only way to make it work is to touch secret.conf and
then try again, meaning it can write to existing files, but it
cannot create them.
