The twinkle package is maintained under the umbrella of the pkg-voip team.

To be able to push to the git repository [1], you need to request to
join the pkg-voip team on alioth [2] (follow link at bottom right).

You should also subscribe to the pkg-voip-maintainers list [3] to
receive bug reports and other notifications for the twinkle package.

Since you are a Debian Maintainer, could you ask a Debian Developer
to grant you upload permissions [4] for the twinkle package? Then
you could upload for the both of us without requesting sponsorship
each time.

Please feel free to follow up on the pkg-voip-maintainers list with
any questions regarding the maintenance of the twinkle package. I plan
to push a new upstream git snapshot soon for the transition to Qt 5.6 [5].
