The kamailio binary /usr/sbin/kamailio is used like an interpreter (like
the Java or Python runtimes) to run various configurations for different
purposes.  An example of this is the HOMER sipcapture framework.

Therefore, I would suggest that the /usr/sbin/kamailio binary be placed
in a binary package called kamailio-runtime

The unit file, init script and kamailio.cfg would remain in the kamailio
package.

When other packages (e.g. homer-api) want to install /usr/sbin/kamailio,
they would use:

Depends: kamailio-runtime

in their debian/control file.
