I now have 13.11.2 packaged and pushed to my personal repo here:

It has been build-tested and starts up with our production config. I
have not done any more tests, but it is likely better than not having it
at all.

I plan to upload it on the Weekend (or earlier if you ACK it) unless I
get objections.
