Bug#684649: various TLS faults/limitations in Asterisk

Version 13.14.1~dfsg-2+deb9u2 segfaults on reload when HTTP/TLS is enabled.
This blocks using WebSocket connections.

Looks like part of TLS-related crashes fixed in
https://issues.asterisk.org/jira/browse/ASTERISK-26794.
