Bug#852355: ptlib: runs tests despite DEB_BUILD_OPTIONS=nocheck

A build of ptlib runs the testsuite even when DEB_BUILD_OPTIONS=nocheck
is given. This breaks e.g. cross building. Please consider applying the
attached patch.
