The common factor here seems to be the version of librecon-1.11-dev in
use. The successful builds all have 1:1.11.0~beta4-1, but the failing
builds have 1:1.11.0~beta1-3.

It looks like you forgot the epoch in the build-dependency:
librecon-1.11-dev (>> 1.11.0~beta4) | librecon-dev

Also, the use of "| librecon-dev" is wrong here because it allows
ignoring the dependency in non-buildd builds.
