Bug#857658: biboumi: Wrong version of libbotan as build dependency

Package: biboumi

The build dependency set in the package is libbotan1.10-dev.

However, Biboumi needs libbotan >= 1.11

The result is that, when building, it is ignored and Biboumi gets built without
TLS support.

Please remove libbotan1.10-dev from build dependencies or (if possible) update
libbotan to 1.11.
