Installing a library from testing onto stable is not necessarily
working, especially at the time you were doing it (almost two years
after the release of jessie, shortly before the release of stretch).

suggests that pjproject just needed a rebuild on the target
distribution.
Can you reproduce this issue on matching versions? Otherwise I'll close
the bug.
