ucommon: postpone copyright checker

Your changes are fine with me.  I do recommend in the future that you 
don't force-update git, but if you must then you must and I can live 
with that too.

I have revived the copyright-check in a way that should not interfere 
with regular packaging - you can simply ignore those two files if you 
prefer to leave that to me.  Please do tell me if you somehow dislike 
that, and I will try adapt to your liking.
