Maintainance concerns of a few packages

Thanks for doing this work. There are indeed a couple of packages in
pkg-voip that are in a bad shape. There have been some discussions about
RMing some of them

Based on these discussions that did not have objections I'd say we can
RM openam, gnugk, h323plus right now.

Back in January 2017 (!) there had been some interest in t38modem by
Joerg Dorchain and Michael van der Kolff.

but noone has come through.

If we had the ITR wnpp bug already I'd file one for each of them, and RM
them a month later. I think I'll file RC bugs against them for being
unmaintained and convert them to RM requests end of March.
