The linphone in Debian is really really old. We have finally managed to
package a new version in experimental and will try to get it into
unstable, then testing, then the next Debian release.
At first glance the code in
https://github.com/BelledonneCommunications/mediastreamer2/blob/master/src/audiofilters/pulseaudio.c
is different, but also sets the target_latency to 20ms

if you are still having issues with that version (maybe there is more
error handling around this value) please open an issue or a Merge
Request upstream. If it is included upstream but not released, we can
certainly backport it to Debian.
