When Asterisk is released with Debian it needs to be supported for at
least three years (~2 years of stable and ~1 year of unstable). Thus
packaging in Debian uses the LTS train, which still is Asterisk 13.

If Asterisk 15 becomes LTS before Buster Freeze we will probably upgrade.
