Please remove tox repository in pkg-voip-team

Hi Felix,

it seems

   https://salsa.debian.org/pkg-voip-team/tox/

was never practically used since the package is maintained in DPMT[1].
It makes sense to completely remove this unused repository to not
confuse people who might stumble upon it.
