Issue with latest asterisk's security update in jessie

Hi,

After upgrading asterisk in jessie with the latest security update 
(1:11.13.1~dfsg-2+deb8u7), I've found that it did not start correctly, 
because it did not bind to the SIP port (5060).
Looking at the asterisk logs I found these warnings:

[2019-12-01 01:09:26] WARNING[43208] loader.c: Error loading module 
'chan_sip.so': /usr/lib/asterisk/modules/chan_sip.so: undefined symbol: 
ast_format_cap_count
[2019-12-01 01:09:26] WARNING[43208] loader.c: Error loading module 
'chan_sip.so': /usr/lib/asterisk/modules/chan_sip.so: undefined symbol: 
ast_format_cap_count
[2019-12-01 01:09:26] WARNING[43208] loader.c: Module 'chan_sip.so' 
could not be loaded.

To keep my system running I needed to revert to the previous asterisk 
version.
