Thanks for your debugging.

I tried to reproduce this in a Buster container, but Asterisk started 
fine for me with the latest GnuTLS installed. Also the autopkgtests 
don't show up anything in the logs. Note that the overall state of debci 
failed due to an unrelated bug.

I have just uploaded -2 to unstable to fix autopkgtest. As a side 
benefit this compiles asterisk against the current GnuTLS version. Could 
you please test this version and report back?

Based on your LD_DEBUG messages the problem could also be in 
libgpgme.so.11
