Build with embedded pjproject 2.8 (dfsg-repacked)

Upstream only supports a private build of pjproject for Asterisk 16 anymore.
Since we cannot download it during build and the original tarball is not
DFSG-free rebuild pjproject tarball using mk-origtargz and a copy of
debian/copyright from src:pjproject. Ship it in debian/

Documented in debian/README.source

Fix autopkgtest by parsing XML results

In 13.23 (also present in 16.1) some upstream change broke creation
of the txt-formatted testsuite results. Asterisk segfaults in this
case. The output of the xml-formatted results (used by upstream CI)
works.

Switch to generating xml results and actually parsing the xml using
xmllint for errors.
