Bug#932691: biboumi: required directories not created on installation

Dear Maintainer,

I installed biboumi and created a config by modifying the provided example but
initally it failed to start, exiting with status 1.

On investigation this was found to be apparently due to missing directories,
/var/lib/biboumi and /var/log/biboumi being the likely objections.

On creating these directories with the correct permissions, biboumi could be
started.

I think this may be an oversight in the package.
