Hi,

this bug causes the package to be blocked by piuparts, thus rising the
severity.

While the package must not fail to remove if no modules are available,
the problem seems to originate during installation:

  Setting up dahdi-dkms (1:2.11.1.0.20170917~dfsg-6) ...
  It is likely that 4.13.2 belongs to a chroot's host
