I don't know asterisk at all but maybe I can help with triaging this bug.

With pbuilder, amd64 compiles fine for me. It seems that those PIE flags are
neither added by asterisk's debian/rules nor dpkg-buildflags.
I think your system may have custom CFLAGS and LDFLAGS environment variables,
can you confirm? Please see if removing the PIE flags from your environment
causes the error to go away.
