The referenced bug was closed because the OpenSSL license situation 
changed in Debian. Also, upstream version 2019-11-15 introduced 
librestinio as an alternative to restbed and the package currently 
disables building with librestbed.

So the only thing missing is removing librestbed-dev from the build 
dependencies. This keeps the package from migrating.
