Bug#961317: issue very rare or triggered by network scaners?

Hi,

since opening this bug we have monitoring in place and the issue has
not been observed again yet.  Right now we have vacancies and little
traffic.  However, I downgrade the severity to normal.

I could imagine the issue has been triggered by some kind of strange
port scanning, as it happend on several machines around the same time.
I follow up on this bug if we see it again.
